Cora True-Frost L’01, G’01 is the Bond, Shoeneck & King Distinguished Professor at Syracuse University College of Law. She was a resident in Norway during the 2022-2023 academic year as a Fulbright Research Scholar at the PluriCourts Centre in the Faculty of Law at the University of Oslo. She teaches and writes on American Constitutional law, human rights, disability law, and international security law Her recent research is on accessibility and reasonable accommodation law before the European Court of Human Rights and conflicts between interpretations of international human rights and regional human rights law.

Her scholarship is informed by her experiences defending individuals accused of crimes against humanity and war crimes: leading the Nongovernmental Organization Working Group on Women, Peace, and Security at UN headquarters to advocate to the UN Security Council; and parenting a child with multiple disabilities. She is a co-editor and author of The First Global Prosecutor: Promise and Constraints with Martha Minow and Alex Whiting. The subjects of her published articles and chapters encompass international disability law and human rights, ICC prosecution, terrorism and human rights law, and the UN Security Council.

Before joining the College of Law faculty, True-Frost was a Climenko Fellow and Lecturer in Law at Harvard Law School where she earned an LL.M. as a Gammon Fellow, taught first-year legal research and writing, and taught two seminars in international law. She was also a Safra Foundation Fellow at Harvard University.

Prior to entering academia, True-Frost founded the Women’s Justice Unit at the Judicial Systems Monitoring Programme in East Timor, which continues to serve women today. She also served as Legal Consultant to the Fofana Defense Team at the Special Court for Sierra Leone. She was a Litigation Associate at Cravath, Swaine and Moore LLP and a Summer Associate at White & Case LLP.

True-Frost was an Erasmus Scholar at the University of Bialystok School of Law; has taught courses at Mackenzie Law School in Sao Paulo and will teach with the Academy of European Law in Florence. In 2015, she was appointed by New York Gov. Andrew Cuomo to be a member of the state Developmental Disabilities Planning Council. True-Frost also lectures widely at academic and professional conferences and to lay audiences.

True-Frost received the L. Douglas Meredith Teaching Recognition Award from Syracuse University in 2017 for her excellence in teaching. In 2018, the graduating LL.M. class awarded her the Lex Lucet Mundum award for her significant impact on master’s degree students. She was appointed the Bond, Shoeneck & King Distinguished Professor in 2020. In addition to her research and teaching, True-Frost is the Faculty Director of Impunity Watch News and the Journal of Global Rights and Organizations, and the Journal of International Law and Commerce. She served as the Women’s Law Student Association advisor from 2013-2023.

True-Frost earned a J.D./M.P.A. magna cum laude as one of two Law Fellows at Syracuse University College of Law and Maxwell School of Citizenship and Public Affairs. She was Lead Articles Editor of the Syracuse Law Review and a member of the Moot Court Honor Society.
