Keli A. Perrin joined SPL, formerly the Institute for National Security and Counterterrorism, in 2006, to teach and administer multiple programs. She has taught a range of courses including Homeland Security Law and Policy, National Security Lawyering, Regulatory Law and Policy, Smart Grid: Privacy, Security and Economics, and the center’s research seminar. In her role as Managing Director, she oversees programming—including three graduate certificate programs, two speaker series, and SPL’s Security in the Middle East program.

Before joining SPL, Perrin served as law clerk to the Hon. David N. Hurd, US District Judge for the Northern District of New York. She is admitted to practice law in New York State and the Northern District of New York. Additionally, she is a member of the New York State Emergency Manager’s Association and New York State Bar Association’s Committee on Mass Disaster Response.

Perrin’s primary area of interest is the regulation of new technologies. Her research focuses on topics related to homeland security, critical infrastructure, emergency management, unmanned vehicles, data protection, and privacy law. She is part of a NSF-supported multidisciplinary research team studying the privacy impacts of distributed energy markets.

Perrin graduated magna cum laude from SU’s College of Law in 2004. A joint degree student, she also earned a master’s degree in Public Administration from the Maxwell School. Her bachelors of Science degree in Mechanical Engineering Technology was earned from the SUNY Institute of Technology, where she majored in thermodynamics.
